Information to the authorities: strengthening human rights in the federalist system

In Switzerland, the implementation of human rights takes place primarily at the cantonal and communal level. It is precisely here that key challenges arise – for example in the fields of education, health, social affairs, security or migration. Therefore, the SHRI supports cantons and communes in strengthening human rights at a structural and institutional level. As a partner for the whole administrative architecture, it aims to integrate the human rights perspective more systematically into work processes. The SHRI is aware that the needs of cantonal and communal authorities can vary significantly. This is why the Institution's services are flexible and can be tailored to meet those needs.
How the SHRI supports the work of authorities
The SHRI supports authorities in engaging systematically with human rights issues, in recognising scope for action and in developing solutions that are compliant with human rights.
The SHRI provides a broad range of practice-oriented services:
Studies and legal opinions analysing human rights issues;
Consulting and coaching on actionable and human rights-compliant administrative practices;
Training courses and workshops for developing practical competences;
Events and discussion forums to promote the debate on human rights issues.
These services are designed to match the specific needs of the authorities. The aim is to build a bridge between human rights expertise and the challenges of their implementation.
